Update. I flagged down the water police for answers. He said that if you use well water or ground water, you have to provide a contact number and address of where the water was obtained. If you are unable to provide that, you get the 1000 ticket. This guy was doing chlorine test and had vials to send water back to the plant for testing. I explained my situation and his boss requested my card, to give to the call takers for violations, for me being OK. But you are right, having water does not make the phone ring.
