By it being a solid film/milky in color more than likely the clear coat is burnt/blistered.When I say blistered its not the same as a body blister on humans as to raise the skin and pell off.Two things will cause this to happen to black paint with clear coat,either the chemical was applied to a every hot surface(black)or the degreaser is to hot.Some degreasers are not clearcoat safe......

2 steping is acid applied followed by a soap to neutralize the acid and get the dirt off usally without brushing, search 2 stepping on this forum there is alot of info. What are you using for soap now and are you brushing?

Di water is processed by running your supply line through bottles, similar to a water softener. You can usually rent the bottles from Culligan or Ionics. Sometimes they do not like to rent to fleetwashers because of how often they have been burned in the past. It will make your job easier.
You can do it without two stepping, and you can also get them shiney black without waxing them, but it will take awhile and you are going to have to work at it. Ofcourse this is just m experience of doing a large fleet of blacktractors and trailers.

When I read the number 1 part of your post you had my attention but when I seen the second part my lazy bones stood up on thier ends.Cann't beat 2 stepping for that shinny new look the lazy mans way.
