I can't believe that Panda Express is having their Dumpster Pad clean again without reclaiming!!

If they say they don't care, or whatever, you could throw in that anyone can turn them in: their competition, your competition, anyone who sees someone not reclaiming...
Now they know the law and they can refuse your services, but now if they get someone who doesn't reclaim, you could turn them in or let them sweat it out hoping they don't get caught.
You could throw in that there is a $10K fine per day for them and you, and a $25K fine if the state catches the city not enforcing the law (in California).

You forgot the part where the potential customer gets that strange look on his face when he says "so you are going to do my cleaning with dirty water"?
