TRy vinegar, full strength. I ahve removed a lot of hard water stains w vinegar. If that doesn't work, I suggest taking pic's and calling Mike at Eaco Chem.

Need pictures. What your customer "thinks" are hard water stains could be efflorescence, or other mineral deposits. Dried, thick deposits of Sodium hypochlorite are the toughest.

My assumption is that is sodium hypochlorite deposits. Those water features / water fountains are usually over chloianated, Is that reb fired baked brick pavers, or the cheap, fake pavers ?

Contact Mike at Echo Chem, send him the pictures. You will have to do several test spots with several different products.
