If the 24' wand reduces the size of hose to 1/4" it will create too much back pressure causing the downstreamer not to work. I bet thats your problem.

I guess your right it is 20". That is a pretty big diffference in the overlap, do you have the bar adjusted where it down real low? You do have the adjustable version?
