heavy surging when unit unloads

Hi All
I have a problem with my hot water unit.
It is surging when it unloads. We just put on a new K7 unloader and it still is doing it. The unit only has 500 hrs on it it also has a Cat 55 pump that all we have done is change the oil in it yearly.
I have never rebuilt a pump yet not that I could,nt But how about some ideas. Thanks Tim Highfield

I really appreciate the help. You were right the new unloader had a #3 for both instead of a #1 for bypass and a #2 for inlet.
It took right off after I changed the orifices.
