Reclamation is a Federal rule.....it's in the Clean Water Act. There are other ways to handle waste water, ie, diversion for evaporation, which could be far less costly and just as effective. Bottom line is you just shouldn't let your water go into a storm drain, period. The EPA may not be enforcing in your area, but the fines you could get popped with could feasibly shut you down. It's important that you stay in compliance with the Federal and local regulations. You might call your City office - they may have it readily available to you.
