Is the tank plumbed directly to the pump or to the float tank? What size line do you have running to it? Have you checked to make that there are no holes in the hose and that the connections are tight? These would be the biggest culprits.
If you are running the tank to the float tank you will need to install a three way valve in the line leading to the pump and have a hose barb on both sides. On should go to the float tank and one should go to the water tank. That way you can choose a city line or to run it off of the tank. IF you need more info or a diagram let me know and I will fax or e-mail one to you.
